Just putting on this little-used forum for reference.

The government is going to ban all 'legal highs' (psycho active substances) with exemptions for certain ones (caffeine, alcohol, nicotine, medically prescribed substances). The old system (legal until forbidden) was collapsing under the pace of new innovation by drug producers. And it turns out there's a serious case, not necessarily dose and usage dependent, that isopropyl nitrites cause serious harm to the eye (macular degeneration). An effect not seen before in users, because the EU only forced the switch in 2007 from isobutyl nitrite (amyl nitrite is the medical drug and has been banned from non medical production for a long time).
